深入開展管理提升活動努力提高央企管理水平
——在中央企業管理提升活動轉段視頻會議上的講話

同志們:
中央企業(ye)管理提(ti)(ti)升活動(dong)自去年3月啟動(dong)以來,中央企業(ye)高度(du)重(zhong)視、周密部署、突出重(zhong)點(dian),狠抓落實(shi),活動(dong)取得了(le)良好效果。根(gen)據既定安(an)排(pai),今年8月底,管理提(ti)(ti)升活動(dong)轉入“持續改進、總結評價(jia)”階段(duan)。下面,我講幾點(dian)意見:
一、中央(yang)企業管理提升活動取得(de)積極成效
一年多來(lai),各中央企業(ye)全面深入地(di)開(kai)展(zhan)管理(li)(li)提升活動。通過認真開(kai)展(zhan)管理(li)(li)診斷,統籌推(tui)進專項提升,推(tui)動活動深入基層,全力做好降本增效,著力構(gou)建長效機制,持續提升管理(li)(li)水平(ping),有(you)力保證了生產經營總體平(ping)穩運行(xing)。
(一)管理提(ti)升(sheng)活動為(wei)落實保(bao)增(zeng)(zeng)(zeng)長(chang)目標作(zuo)出了(le)積極貢獻。中(zhong)央企業(ye)通(tong)過一年(nian)(nian)多(duo)來(lai)的管理提(ti)升(sheng)活動深入開(kai)展自我診斷,認真查(cha)找短(duan)板和(he)瓶頸問題,制定(ding)切實有效的整改(gai)措施(shi),努力(li)打造成(cheng)(cheng)低(di)成(cheng)(cheng)本高效運營體(ti)系(xi)。2012年(nian)(nian)中(zhong)央企業(ye)通(tong)過管理提(ti)升(sheng)活動,在(zai)管理費(fei)用(yong)(yong)、銷售(shou)費(fei)用(yong)(yong)和(he)財務費(fei)用(yong)(yong)等(deng)方(fang)面節約(yue)了(le)大(da)量資(zi)金,通(tong)過推進集(ji)中(zhong)采購、精(jing)益管理、管理創(chuang)新等(deng)工作(zuo),大(da)幅(fu)降低(di)成(cheng)(cheng)本,實現明顯創(chuang)收。今年(nian)(nian)以來(lai),中(zhong)央企業(ye)在(zai)管理提(ti)升(sheng)活動中(zhong),繼續深入挖潛,大(da)力(li)開(kai)展精(jing)益管理,嚴(yan)控各項費(fei)用(yong)(yong),加快處(chu)置(zhi)低(di)效無(wu)效資(zi)產,1-7月營業(ye)收入增(zeng)(zeng)(zeng)長(chang)9.8%,實現利(li)潤增(zeng)(zeng)(zeng)長(chang)19%。效益增(zeng)(zeng)(zeng)長(chang)超過規(gui)模1倍,這在(zai)中(zhong)央企業(ye)近年(nian)(nian)來(lai)的發展態勢中(zhong)是少有的,為(wei)完(wan)成(cheng)(cheng)今年(nian)(nian)保(bao)增(zeng)(zeng)(zeng)長(chang)目標奠定(ding)了(le)良(liang)好的基礎(chu)。
(二(er))管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)活(huo)動(dong)(dong)為(wei)企(qi)(qi)(qi)業(ye)(ye)科學(xue)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)打下(xia)堅實基(ji)(ji)(ji)(ji)礎(chu)。中(zhong)央企(qi)(qi)(qi)業(ye)(ye)在(zai)(zai)開展(zhan)(zhan)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)活(huo)動(dong)(dong)中(zhong),普遍將管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)與日常經(jing)營緊(jin)(jin)密(mi)結合(he),從管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)角度重(zhong)(zhong)新(xin)審視企(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)發展(zhan)(zhan)戰略(lve)、未(wei)來目標以及(ji)各重(zhong)(zhong)點(dian)(dian)工(gong)(gong)作的(de)(de)(de)落實到(dao)(dao)位(wei)情況,促進(jin)了(le)中(zhong)央企(qi)(qi)(qi)業(ye)(ye)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)水平穩步提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng),市場競爭力明顯(xian)(xian)增強。一(yi)(yi)是現(xian)代(dai)企(qi)(qi)(qi)業(ye)(ye)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)理(li)(li)(li)(li)(li)(li)念進(jin)一(yi)(yi)步深入。多(duo)數企(qi)(qi)(qi)業(ye)(ye)通過(guo)開展(zhan)(zhan)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)活(huo)動(dong)(dong),引入和(he)(he)(he)應用對(dui)標管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)、管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)診斷(duan)、價值提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)等現(xian)代(dai)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)方法(fa),開始(shi)系統解決管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)短(duan)板和(he)(he)(he)瓶頸問題(ti),通過(guo)制(zhi)(zhi)定(ding)專(zhuan)項提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)方案,選擇(ze)關(guan)鍵環節(jie)實現(xian)重(zhong)(zhong)點(dian)(dian)突破,一(yi)(yi)批(pi)長期影響和(he)(he)(he)制(zhi)(zhi)約企(qi)(qi)(qi)業(ye)(ye)發展(zhan)(zhan)的(de)(de)(de)突出問題(ti)得到(dao)(dao)初步解決。二(er)是企(qi)(qi)(qi)業(ye)(ye)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)基(ji)(ji)(ji)(ji)礎(chu)進(jin)一(yi)(yi)步夯實。各企(qi)(qi)(qi)業(ye)(ye)在(zai)(zai)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)活(huo)動(dong)(dong)中(zhong),緊(jin)(jin)緊(jin)(jin)圍繞基(ji)(ji)(ji)(ji)層建(jian)設(she)(she)、基(ji)(ji)(ji)(ji)礎(chu)工(gong)(gong)作和(he)(he)(he)基(ji)(ji)(ji)(ji)本素質提(ti)(ti)(ti)高(gao)(gao),普遍把標準化、制(zhi)(zhi)度化、流程化、信息化建(jian)設(she)(she)作為(wei)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)重(zhong)(zhong)要內容(rong),使企(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)基(ji)(ji)(ji)(ji)礎(chu)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)水平躍(yue)上新(xin)臺階。三是有(you)效促進(jin)了(le)企(qi)(qi)(qi)業(ye)(ye)專(zhuan)業(ye)(ye)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)水平的(de)(de)(de)提(ti)(ti)(ti)高(gao)(gao)。各企(qi)(qi)(qi)業(ye)(ye)通過(guo)開展(zhan)(zhan)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)活(huo)動(dong)(dong),緊(jin)(jin)密(mi)結合(he)自(zi)身實際,全面自(zi)查(cha)和(he)(he)(he)有(you)針(zhen)對(dui)性的(de)(de)(de)對(dui)標,查(cha)找專(zhuan)業(ye)(ye)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)領域存在(zai)(zai)的(de)(de)(de)差距和(he)(he)(he)不(bu)足,集中(zhong)力量開展(zhan)(zhan)重(zhong)(zhong)點(dian)(dian)整改,明顯(xian)(xian)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)了(le)企(qi)(qi)(qi)業(ye)(ye)專(zhuan)業(ye)(ye)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)水平。四是企(qi)(qi)(qi)業(ye)(ye)一(yi)(yi)批(pi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)人員(yuan)得到(dao)(dao)鍛煉(lian)和(he)(he)(he)提(ti)(ti)(ti)高(gao)(gao)。各企(qi)(qi)(qi)業(ye)(ye)通過(guo)開展(zhan)(zhan)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)活(huo)動(dong)(dong),倒逼企(qi)(qi)(qi)業(ye)(ye)更加(jia)重(zhong)(zhong)視管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)隊(dui)伍建(jian)設(she)(she)。一(yi)(yi)些企(qi)(qi)(qi)業(ye)(ye)從集團(tuan)到(dao)(dao)基(ji)(ji)(ji)(ji)層單(dan)位(wei)配備(bei)專(zhuan)職(zhi)人員(yuan)從事管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)(sheng)(sheng)(sheng)工(gong)(gong)作。一(yi)(yi)些企(qi)(qi)(qi)業(ye)(ye)專(zhuan)門成立(li)項目團(tuan)隊(dui)攻(gong)關(guan)解決管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)難題(ti),一(yi)(yi)批(pi)懂技術、會經(jing)營、善管(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)的(de)(de)(de)復合(he)型人才(cai)得到(dao)(dao)了(le)鍛煉(lian),素質顯(xian)(xian)著提(ti)(ti)(ti)高(gao)(gao)。
(三)管(guan)(guan)理(li)(li)(li)(li)(li)提(ti)(ti)升(sheng)(sheng)(sheng)活(huo)動(dong)為企(qi)業(ye)轉(zhuan)(zhuan)型升(sheng)(sheng)(sheng)級提(ti)(ti)供了(le)有效(xiao)途徑。黨的十八大明確提(ti)(ti)出,要(yao)加(jia)快轉(zhuan)(zhuan)變經濟發(fa)展方(fang)式(shi),大力提(ti)(ti)高發(fa)展質量和效(xiao)益(yi)。管(guan)(guan)理(li)(li)(li)(li)(li)提(ti)(ti)升(sheng)(sheng)(sheng)活(huo)動(dong)啟動(dong)以來,中(zhong)央企(qi)業(ye)積極推進管(guan)(guan)理(li)(li)(li)(li)(li)方(fang)式(shi)從粗(cu)放(fang)向(xiang)集(ji)約化(hua)(hua)、精(jing)細化(hua)(hua)轉(zhuan)(zhuan)變,管(guan)(guan)理(li)(li)(li)(li)(li)手段從傳統向(xiang)現代化(hua)(hua)、信息化(hua)(hua)轉(zhuan)(zhuan)變,為實(shi)現轉(zhuan)(zhuan)型升(sheng)(sheng)(sheng)級奠定了(le)良(liang)好(hao)基礎。一(yi)(yi)是(shi)通(tong)過(guo)(guo)管(guan)(guan)理(li)(li)(li)(li)(li)提(ti)(ti)升(sheng)(sheng)(sheng)活(huo)動(dong),不少中(zhong)央企(qi)業(ye)推動(dong)了(le)管(guan)(guan)理(li)(li)(li)(li)(li)集(ji)約化(hua)(hua)轉(zhuan)(zhuan)型,不斷整合和優化(hua)(hua)內(nei)部(bu)資源,梳(shu)理(li)(li)(li)(li)(li)總部(bu)的職能定位和管(guan)(guan)理(li)(li)(li)(li)(li)界面,強(qiang)化(hua)(hua)集(ji)團管(guan)(guan)控(kong)職能,提(ti)(ti)高整體運營(ying)效(xiao)能。二是(shi)通(tong)過(guo)(guo)管(guan)(guan)理(li)(li)(li)(li)(li)提(ti)(ti)升(sheng)(sheng)(sheng)活(huo)動(dong),精(jing)益(yi)管(guan)(guan)理(li)(li)(li)(li)(li)、挖(wa)潛增效(xiao)的理(li)(li)(li)(li)(li)念深入人(ren)(ren)心(xin),成(cheng)本意識、質量意識深入人(ren)(ren)心(xin),向(xiang)管(guan)(guan)理(li)(li)(li)(li)(li)要(yao)效(xiao)益(yi)、走內(nei)涵式(shi)集(ji)約化(hua)(hua)發(fa)展道(dao)路的觀念深入人(ren)(ren)心(xin)。三是(shi)通(tong)過(guo)(guo)管(guan)(guan)理(li)(li)(li)(li)(li)提(ti)(ti)升(sheng)(sheng)(sheng)活(huo)動(dong),現代管(guan)(guan)理(li)(li)(li)(li)(li)技(ji)術得到(dao)有效(xiao)應用,信息化(hua)(hua)與管(guan)(guan)理(li)(li)(li)(li)(li)工作加(jia)快融(rong)合,管(guan)(guan)理(li)(li)(li)(li)(li)規范(fan)和標準逐步(bu)與國際接軌,管(guan)(guan)理(li)(li)(li)(li)(li)創(chuang)新得到(dao)進一(yi)(yi)步(bu)強(qiang)化(hua)(hua)。
管理(li)(li)提(ti)(ti)升活(huo)(huo)(huo)動開展以來,企(qi)業(ye)持續健康發展的(de)基礎正(zheng)在鞏固,企(qi)業(ye)發展質量和效(xiao)益日益顯現。活(huo)(huo)(huo)動取得的(de)成(cheng)效(xiao)充分(fen)證明(ming),在中央企(qi)業(ye)全面開展管理(li)(li)提(ti)(ti)升活(huo)(huo)(huo)動,非常及時,十分(fen)必要,這是一項利在當前(qian)、功在長遠(yuan)的(de)重要工作。
二、進(jin)一步提(ti)高對管理提(ti)升意義的認識
盡管中央企業(ye)管理(li)提升(sheng)活動取得了(le)明(ming)顯成效,但管理(li)水平提升(sheng)是(shi)企業(ye)持續健康發展永遠(yuan)的(de)主(zhu)旋律,我們仍然任重而(er)道遠(yuan)。中央企業(ye)必(bi)須(xu)要在國(guo)(guo)內(nei)外經濟(ji)形(xing)勢重大(da)變化之中贏得發展主(zhu)動權,必(bi)須(xu)要把建設世(shi)界(jie)水平的(de)跨國(guo)(guo)公司作為奮斗目(mu)標(biao),必(bi)須(xu)要為實現“兩個百年”目(mu)標(biao)和“中國(guo)(guo)夢”做出應有貢(gong)獻。面對新(xin)形(xing)勢、新(xin)任務、新(xin)挑戰,我體(ti)會,關鍵是(shi)要落實到具體(ti)行動上(shang),開展管理(li)提升(sheng)活動,正是(shi)中央企業(ye)順(shun)應形(xing)勢、明(ming)確任務、應對挑戰、踐行責任央企、推動管理(li)創新(xin)的(de)正確決策。
(一)管(guan)(guan)理(li)提升(sheng)(sheng)是打造(zao)更強(qiang)經(jing)(jing)(jing)濟(ji)實力(li),實現持(chi)續發(fa)(fa)展(zhan)的(de)(de)(de)重要(yao)(yao)(yao)舉措(cuo)。國有經(jing)(jing)(jing)濟(ji)是我們黨執政(zheng)的(de)(de)(de)重要(yao)(yao)(yao)基(ji)礎,是中國特(te)色社(she)會主義的(de)(de)(de)重要(yao)(yao)(yao)支柱;國有企(qi)業承擔(dan)著重要(yao)(yao)(yao)的(de)(de)(de)經(jing)(jing)(jing)濟(ji)、政(zheng)治和社(she)會責(ze)任(ren),搞(gao)好國有企(qi)業事關國家基(ji)本(ben)經(jing)(jing)(jing)濟(ji)制(zhi)度。中央(yang)企(qi)業作為(wei)國有企(qi)業的(de)(de)(de)排頭兵,更要(yao)(yao)(yao)發(fa)(fa)揮(hui)表率(lv)作用。促(cu)進(jin)(jin)國民經(jing)(jing)(jing)濟(ji)持(chi)續發(fa)(fa)展(zhan),是中央(yang)企(qi)業的(de)(de)(de)首要(yao)(yao)(yao)任(ren)務(wu)。中央(yang)企(qi)業要(yao)(yao)(yao)深入(ru)貫徹(che)穩(wen)中求進(jin)(jin)、穩(wen)中有為(wei)的(de)(de)(de)工(gong)作總基(ji)調,穩(wen)是基(ji)礎,進(jin)(jin)是要(yao)(yao)(yao)求,為(wei)是措(cuo)施。解(jie)決一切(qie)問題的(de)(de)(de)關鍵還是發(fa)(fa)展(zhan),只(zhi)有進(jin)(jin),才(cai)(cai)能(neng)(neng)更好地(di)穩(wen)定大局(ju),只(zhi)有為(wei),才(cai)(cai)能(neng)(neng)牢(lao)牢(lao)把握發(fa)(fa)展(zhan)先機。通(tong)過管(guan)(guan)理(li)提升(sheng)(sheng),大力(li)實施開源節(jie)流、降本(ben)增效,中央(yang)企(qi)業的(de)(de)(de)經(jing)(jing)(jing)濟(ji)效益(yi)(yi)穩(wen)步提高,整個國民經(jing)(jing)(jing)濟(ji)穩(wen)中求進(jin)(jin)才(cai)(cai)有了(le)(le)堅(jian)實基(ji)礎;通(tong)過管(guan)(guan)理(li)提升(sheng)(sheng),中央(yang)企(qi)業進(jin)(jin)一步做(zuo)(zuo)強(qiang)做(zuo)(zuo)優(you),在發(fa)(fa)展(zhan)模式、運(yun)行效率(lv)、管(guan)(guan)理(li)水平、規模效益(yi)(yi)方面達(da)到了(le)(le)行業領(ling)先,才(cai)(cai)能(neng)(neng)更好發(fa)(fa)揮(hui)表率(lv)作用;通(tong)過管(guan)(guan)理(li)提升(sheng)(sheng),中央(yang)企(qi)業企(qi)將可持(chi)續發(fa)(fa)展(zhan)理(li)念融入(ru)企(qi)業生產經(jing)(jing)(jing)營(ying)全過程,以(yi)綜(zong)合價值最(zui)大化為(wei)發(fa)(fa)展(zhan)目標,在國家需要(yao)(yao)(yao)的(de)(de)(de)時候,牢(lao)記(ji)使命,勇挑重責(ze)。

9月(yue)份,管理(li)(li)(li)提(ti)升(sheng)(sheng)活(huo)動(dong)要(yao)(yao)轉(zhuan)入第(di)三階(jie)段(duan)。這一(yi)階(jie)段(duan)的(de)(de)工(gong)作(zuo)重點,是做好整個活(huo)動(dong)的(de)(de)考核(he)評(ping)價,建立起(qi)管理(li)(li)(li)提(ti)升(sheng)(sheng)的(de)(de)長效(xiao)機制(zhi)。各企(qi)(qi)業(ye)要(yao)(yao)銜(xian)接好二、三階(jie)段(duan)的(de)(de)轉(zhuan)段(duan)工(gong)作(zuo),做好回頭看(kan)(kan),認真檢查評(ping)價第(di)二階(jie)段(duan)各專項領域的(de)(de)提(ti)升(sheng)(sheng)效(xiao)果,特別是企(qi)(qi)業(ye)確定的(de)(de)三到(dao)(dao)(dao)(dao)五個重點問題的(de)(de)突破情(qing)況。按照進度服(fu)從質量的(de)(de)原則(ze)(ze),做好“四看(kan)(kan)四評(ping)”。達(da)到(dao)(dao)(dao)(dao)轉(zhuan)段(duan)要(yao)(yao)求的(de)(de)企(qi)(qi)業(ye),黨委(組(zu))研究后可安排轉(zhuan)段(duan),暫(zan)時(shi)達(da)不(bu)到(dao)(dao)(dao)(dao)要(yao)(yao)求的(de)(de),可以適當延(yan)長轉(zhuan)段(duan)時(shi)間(jian)。轉(zhuan)段(duan)后專項提(ti)升(sheng)(sheng)還要(yao)(yao)繼續做深做實,工(gong)作(zuo)不(bu)到(dao)(dao)(dao)(dao)位(wei)(wei)的(de)(de),在(zai)第(di)三階(jie)段(duan)要(yao)(yao)抓緊補課(ke),缺什么補什么,預(yu)(yu)算管理(li)(li)(li)不(bu)到(dao)(dao)(dao)(dao)位(wei)(wei)就補預(yu)(yu)算管理(li)(li)(li),集(ji)中(zhong)采購(gou)不(bu)到(dao)(dao)(dao)(dao)位(wei)(wei)就補集(ji)中(zhong)采購(gou)。到(dao)(dao)(dao)(dao)明年2月(yue)底(di)活(huo)動(dong)結束時(shi),少數(shu)企(qi)(qi)業(ye)若仍(reng)未達(da)到(dao)(dao)(dao)(dao)工(gong)作(zuo)要(yao)(yao)求,國資委則(ze)(ze)相(xiang)應(ying)延(yan)長該企(qi)(qi)業(ye)活(huo)動(dong)時(shi)間(jian),工(gong)作(zuo)不(bu)到(dao)(dao)(dao)(dao)位(wei)(wei)要(yao)(yao)補課(ke),確保活(huo)動(dong)達(da)到(dao)(dao)(dao)(dao)預(yu)(yu)期效(xiao)果。
第三(san)階段(duan)是活(huo)動的(de)收官階段(duan),這一階段(duan)的(de)總(zong)體要(yao)求(qiu)是,全(quan)面落實“一五三(san)”戰(zhan)略,著力(li)(li)推進(jin)(jin)“三(san)個轉變(bian)(bian)(bian)”(即:從注重規模(mo)擴張向注重質量(liang)效益轉變(bian)(bian)(bian),從國內經營向國際化經營轉變(bian)(bian)(bian),從產業(ye)鏈過渡延伸向專注高端轉變(bian)(bian)(bian)),加(jia)快中(zhong)央企業(ye)轉型升(sheng)級,全(quan)面提升(sheng)管(guan)理(li)水平,繼(ji)續集中(zhong)力(li)(li)量(liang)解(jie)決制(zhi)約和(he)影響發展的(de)關鍵問題,以(yi)考(kao)核評(ping)價進(jin)(jin)一步促進(jin)(jin)管(guan)理(li)提升(sheng),切實建立健全(quan)管(guan)理(li)提升(sheng)長效機制(zhi)。
(一(yi))以完成保增(zeng)長(chang)目標作為(wei)下半年(nian)管(guan)理提升(sheng)活(huo)動(dong)的(de)核心任務(wu)。下半年(nian),中(zhong)央企(qi)業(ye)改革發展任務(wu)十(shi)分(fen)繁重(zhong),保增(zeng)長(chang)的(de)目標堅決不能動(dong)搖。盡管(guan)降(jiang)本增(zeng)效已(yi)經見到(dao)一(yi)定(ding)成效,但遠遠沒有(you)到(dao)頭,還大(da)有(you)潛(qian)(qian)力可(ke)挖。中(zhong)央企(qi)業(ye)家大(da)業(ye)大(da),手緊一(yi)緊出把油,松(song)一(yi)松(song)漏把米。特別(bie)是(shi)在一(yi)些(xie)管(guan)理提升(sheng)活(huo)動(dong)開(kai)展還較為(wei)薄(bo)弱(ruo)的(de)企(qi)業(ye),在一(yi)些(xie)企(qi)業(ye)的(de)基層(ceng)單位,降(jiang)本增(zeng)效仍然(ran)大(da)有(you)可(ke)為(wei)。因此,活(huo)動(dong)的(de)第(di)三階段,各中(zhong)央企(qi)業(ye)仍然(ran)要不折不扣地將保增(zeng)長(chang)作為(wei)活(huo)動(dong)的(de)重(zhong)要內(nei)容(rong),繼續(xu)挖潛(qian)(qian)增(zeng)效,狠抓措施(shi)落實。在這一(yi)點上,同(tong)志們既要有(you)堅定(ding)的(de)決心,又要有(you)充分(fen)的(de)信心。
