(三)建立協同監督工作機制,強化“第三道防(fang)線”職(zhi)能。

公司(si)(si)將年度(du)全(quan)面(mian)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)報(bao)(bao)(bao)告(gao)(gao)(gao)編(bian)(bian)(bian)報(bao)(bao)(bao)作(zuo)(zuo)為公司(si)(si)年度(du)重點工(gong)(gong)(gong)作(zuo)(zuo)開(kai)展,在(zai)(zai)公司(si)(si)總(zong)(zong)部(bu)(bu)和(he)(he)下屬(shu)單位(wei)全(quan)面(mian)開(kai)展風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)識(shi)(shi)別、評(ping)估(gu)和(he)(he)報(bao)(bao)(bao)告(gao)(gao)(gao)工(gong)(gong)(gong)作(zuo)(zuo),推動風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)理(li)念(nian)、知識(shi)(shi)、文化(hua)和(he)(he)技(ji)(ji)(ji)能的廣泛普及。一是促進(jin)(jin)專業部(bu)(bu)門和(he)(he)基層單位(wei)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)意識(shi)(shi)顯(xian)(xian)著增(zeng)強(qiang)。2009年以來,公司(si)(si)逐步擴(kuo)大風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)報(bao)(bao)(bao)告(gao)(gao)(gao)編(bian)(bian)(bian)報(bao)(bao)(bao)范圍,將公司(si)(si)總(zong)(zong)部(bu)(bu)各(ge)(ge)部(bu)(bu)門、所屬(shu)各(ge)(ge)單位(wei)均納入(ru)了(le)(le)(le)報(bao)(bao)(bao)告(gao)(gao)(gao)編(bian)(bian)(bian)報(bao)(bao)(bao)體系(xi),成為公司(si)(si)參(can)與范圍最廣、涉(she)(she)及人(ren)(ren)(ren)員(yuan)最多的工(gong)(gong)(gong)作(zuo)(zuo),大量人(ren)(ren)(ren)員(yuan)參(can)與風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)信(xin)息(xi)收(shou)集、分析和(he)(he)評(ping)估(gu)等工(gong)(gong)(gong)作(zuo)(zuo),促進(jin)(jin)了(le)(le)(le)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)意識(shi)(shi)的普及和(he)(he)推廣,為公司(si)(si)開(kai)展風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)工(gong)(gong)(gong)作(zuo)(zuo)奠(dian)定了(le)(le)(le)人(ren)(ren)(ren)力基礎。2011年,公司(si)(si)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)報(bao)(bao)(bao)告(gao)(gao)(gao)編(bian)(bian)(bian)報(bao)(bao)(bao)工(gong)(gong)(gong)作(zuo)(zuo)共涉(she)(she)及總(zong)(zong)部(bu)(bu)31個(ge)部(bu)(bu)門、所屬(shu)57家下屬(shu)單位(wei),直(zhi)接(jie)參(can)與編(bian)(bian)(bian)報(bao)(bao)(bao)人(ren)(ren)(ren)員(yuan)超過5700人(ren)(ren)(ren)。二是促進(jin)(jin)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)人(ren)(ren)(ren)員(yuan)工(gong)(gong)(gong)作(zuo)(zuo)技(ji)(ji)(ji)能顯(xian)(xian)著提(ti)升。在(zai)(zai)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)報(bao)(bao)(bao)告(gao)(gao)(gao)的編(bian)(bian)(bian)報(bao)(bao)(bao)過程中,公司(si)(si)明確要求各(ge)(ge)單位(wei)嘗試和(he)(he)創新風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)方法、工(gong)(gong)(gong)具和(he)(he)手段,并通過典型(xing)經驗推廣方式鼓勵先(xian)進(jin)(jin),提(ti)高了(le)(le)(le)公司(si)(si)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)人(ren)(ren)(ren)員(yuan)工(gong)(gong)(gong)作(zuo)(zuo)技(ji)(ji)(ji)能;同時,通過每年參(can)與風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)辨識(shi)(shi)、分析和(he)(he)評(ping)估(gu)等工(gong)(gong)(gong)作(zuo)(zuo),促進(jin)(jin)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)人(ren)(ren)(ren)員(yuan)不斷積累工(gong)(gong)(gong)作(zuo)(zuo)經驗,也促進(jin)(jin)了(le)(le)(le)工(gong)(gong)(gong)作(zuo)(zuo)技(ji)(ji)(ji)能的提(ti)升,為公司(si)(si)全(quan)面(mian)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)工(gong)(gong)(gong)作(zuo)(zuo)開(kai)展和(he)(he)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)水平的提(ti)升奠(dian)定了(le)(le)(le)智(zhi)力基礎。

(七(qi))以(yi)評(ping)價改(gai)進為保障(zhang),抓風險管理(li)功(gong)能提升。

公(gong)司立(li)(li)足(zu)評價、反饋、改(gai)進(jin)(jin),不斷(duan)推(tui)進(jin)(jin)風(feng)(feng)險(xian)(xian)管理(li)(li)工(gong)作(zuo)(zuo)的(de)持續(xu)提(ti)升。一是(shi)建(jian)(jian)立(li)(li)了風(feng)(feng)險(xian)(xian)管理(li)(li)工(gong)作(zuo)(zuo)評價機(ji)(ji)制(zhi)。公(gong)司初步完成(cheng)了全(quan)面(mian)風(feng)(feng)險(xian)(xian)管理(li)(li)評價體(ti)系(xi)(xi)(xi)(xi)構建(jian)(jian)工(gong)作(zuo)(zuo),制(zhi)定出臺了《財(cai)務(wu)內部控制(zhi)評價手(shou)冊》,明(ming)確了10類考評對(dui)(dui)象,131項評價指標(biao)(biao)及評分(fen)(fen)標(biao)(biao)準。2010年,公(gong)司選(xuan)擇(ze)10家(jia)網省公(gong)司本部、95家(jia)地市公(gong)司,涉及貨(huo)幣(bi)資(zi)金、存貨(huo)等19項內容,對(dui)(dui)120個業務(wu)流程進(jin)(jin)行(xing)穿(chuan)行(xing)測試(shi)和(he)(he)控制(zhi)測試(shi),發現及整(zheng)改(gai)750多個內部控制(zhi)薄弱(ruo)點(dian),促(cu)進(jin)(jin)了各(ge)(ge)(ge)單(dan)位(wei)內控體(ti)系(xi)(xi)(xi)(xi)的(de)完善和(he)(he)風(feng)(feng)險(xian)(xian)應對(dui)(dui)措施(shi)改(gai)進(jin)(jin)。二是(shi)建(jian)(jian)立(li)(li)了經(jing)營(ying)診斷(duan)分(fen)(fen)析(xi)機(ji)(ji)制(zhi)。圍繞公(gong)司重大風(feng)(feng)險(xian)(xian)和(he)(he)潛(qian)在(zai)隱患,公(gong)司配(pei)套建(jian)(jian)立(li)(li)了經(jing)營(ying)診斷(duan)分(fen)(fen)析(xi)機(ji)(ji)制(zhi),集中(zhong)會診、全(quan)面(mian)查找、系(xi)(xi)(xi)(xi)統分(fen)(fen)析(xi)公(gong)司經(jing)營(ying)風(feng)(feng)險(xian)(xian)和(he)(he)管理(li)(li)薄弱(ruo),系(xi)(xi)(xi)(xi)統提(ti)出應對(dui)(dui)措施(shi)和(he)(he)解決方案,督(du)促(cu)各(ge)(ge)(ge)單(dan)位(wei)整(zheng)改(gai)完善,提(ti)升經(jing)營(ying)管理(li)(li)水平。三是(shi)建(jian)(jian)立(li)(li)了風(feng)(feng)險(xian)(xian)管理(li)(li)工(gong)作(zuo)(zuo)對(dui)(dui)標(biao)(biao)體(ti)系(xi)(xi)(xi)(xi)。結(jie)合電網企(qi)業經(jing)營(ying)特點(dian)和(he)(he)公(gong)司發展戰略,公(gong)司建(jian)(jian)立(li)(li)了以(yi)資(zi)產經(jing)營(ying)同業對(dui)(dui)標(biao)(biao)體(ti)系(xi)(xi)(xi)(xi)為輔助的(de)對(dui)(dui)標(biao)(biao)評價體(ti)系(xi)(xi)(xi)(xi),其中(zhong)風(feng)(feng)險(xian)(xian)管理(li)(li)工(gong)作(zuo)(zuo)情況是(shi)公(gong)司對(dui)(dui)標(biao)(biao)評價重要內容之一。通(tong)過評比篩選(xuan)各(ge)(ge)(ge)單(dan)位(wei)風(feng)(feng)險(xian)(xian)管理(li)(li)工(gong)作(zuo)(zuo)創新(xin)形成(cheng)典型經(jing)驗(yan),并(bing)加以(yi)全(quan)面(mian)推(tui)廣,促(cu)進(jin)(jin)了公(gong)司風(feng)(feng)險(xian)(xian)管理(li)(li)工(gong)作(zuo)(zuo)水平的(de)整(zheng)體(ti)提(ti)升。

三、幾點體會

總(zong)結國家電網(wang)公司近(jin)幾年在全面風(feng)險管理建設中所(suo)取得(de)的工作經(jing)驗和主(zhu)要做(zuo)法(fa),有以下幾點體會和經(jing)驗:

一(yi)是領導重視(shi)是前(qian)提,全員參(can)與是基礎。從(cong)公司(si)外部(bu)(bu)講(jiang),國資委領導的(de)(de)重視(shi),相(xiang)關職能(neng)部(bu)(bu)門的(de)(de)專業指導和(he)大(da)力推(tui)行,促進了(le)中(zhong)央(yang)企(qi)業風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)理(li)(li)水(shui)平提升。從(cong)公司(si)內部(bu)(bu)講(jiang),公司(si)黨組高(gao)度重視(shi)風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)理(li)(li),成立了(le)一(yi)把手(shou)負(fu)責(ze)的(de)(de)組織體系和(he)工作(zuo)機(ji)制,建立了(le)月度、季度工作(zuo)例會(hui)制度,明確(que)風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)理(li)(li)職責(ze)分工,強化(hua)了(le)責(ze)任(ren)考(kao)核和(he)責(ze)任(ren)追(zhui)究,將風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)理(li)(li)的(de)(de)各(ge)項(xiang)措施落(luo)實(shi)到(dao)具體工作(zuo)流程中(zhong),將風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)理(li)(li)的(de)(de)責(ze)任(ren)落(luo)實(shi)到(dao)各(ge)崗位職責(ze)中(zhong),有(you)力地推(tui)動(dong)了(le)風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)理(li)(li)工作(zuo)的(de)(de)順利開(kai)展。

二是方法科學是關鍵,專業(ye)技(ji)術是保障。緊密結(jie)(jie)合公司(si)實(shi)(shi)際(ji)情況,統一規(gui)劃與部署(shu),先開展(zhan)(zhan)(zhan)課題(ti)研究(jiu),提前進行調研;再試點實(shi)(shi)施(shi),充分總結(jie)(jie)經驗;最后全(quan)(quan)(quan)面推廣,系(xi)統開展(zhan)(zhan)(zhan)實(shi)(shi)施(shi)工作(zuo),充分保障了公司(si)風險管理(li)工作(zuo)的高效開展(zhan)(zhan)(zhan)。同時,在公司(si)全(quan)(quan)(quan)面風險管理(li)體系(xi)建設(she)中(zhong),公司(si)也非(fei)常重視借用外腦(nao)力量,積極引入外部管理(li)咨詢機(ji)構參與全(quan)(quan)(quan)面風險管理(li)體系(xi)建設(she),充分發揮專業(ye)機(ji)構的技(ji)術優勢,提升了風險管理(li)工作(zuo)開展(zhan)(zhan)(zhan)的效率和質量。

三是(shi)信息技術是(shi)支撐(cheng),務求實(shi)效是(shi)根本。在全面風(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)體(ti)系建設中,公司(si)充分利用(yong)信息技術手段,逐步將業(ye)務流程固(gu)化(hua)到(dao)信息系統(tong)(tong)中,實(shi)現“橫向(xiang)全專業(ye)覆蓋、縱向(xiang)全流程貫穿”,確(que)保風(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)與內部控制有(you)機融合和落地執行;同時,將風(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)的先(xian)進(jin)理(li)論、最(zui)佳實(shi)踐與公司(si)自身的經營管(guan)(guan)理(li)特(te)點有(you)效結合,堅持科學主導、持續(xu)改進(jin),務求實(shi)效,開發專門的風(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)信息系統(tong)(tong),提升(sheng)風(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)工(gong)作(zuo)效率(lv),推動風(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)工(gong)作(zuo)常態化(hua)。

2012年(nian)是國資委(wei)確立的(de)中(zhong)央企(qi)業管(guan)(guan)(guan)理(li)提(ti)升(sheng)(sheng)活動年(nian),風險管(guan)(guan)(guan)理(li)工作(zuo)是中(zhong)央企(qi)業管(guan)(guan)(guan)理(li)提(ti)升(sheng)(sheng)的(de)重(zhong)要舉(ju)措(cuo)。國家電網公司將(jiang)堅(jian)決貫徹落實有關要求(qiu),緊密結合管(guan)(guan)(guan)理(li)提(ti)升(sheng)(sheng)活動,深(shen)入(ru)推進風險管(guan)(guan)(guan)理(li)體系建設,切實解決制約公司發展的(de)管(guan)(guan)(guan)理(li)短板和瓶(ping)頸問題,進一(yi)步強基固本,消除可能(neng)發生的(de)重(zhong)大隱患,防范(fan)發展中(zhong)的(de)風險,努(nu)力實現公司持續、穩定、健康發展。
